Which method is best?

I believe that in the case of fighting the drug epidemic that is currently threatening many cities throughout the United States I think that option 3 would be the best choice. This could work because the drug epidemic is one that effects the community like a parasite , and to handle the issue you would want to have the whole community healthier as to discourage drug use, because drug use ultimately stems from lack of activity in a culture  so if you better the culture, the issue can be brought down by less violent methods you may need to resort to.
